change recharge to 25 and also randomly removes 1 hex or condition from all party members.

Same cost , cast time and recharge;
Interrupt target foe. For 10 seconds, target foe is hexed with Web of Disruption. When this hex ends, that foe is interrupted again. If this hex ends prematurely that foe and all foes in the area are interrupted.

Split the skill, leave the PvP version as is.

PvE version: "...foes in the area of that ally take 35...100...120 damage and lose one enchantment"

for 30 second you gain 10 armor per condition on you and you take less damage from unconditon foe

Change to:

If Punishing Shot hits, you strike for +10...18...21 damage and your target is interrupted. If your target was attacking you inflict Cracked Armour for 3...10...12 seconds.

If the target is still under 75% of max health the next 10...30..36 points of damage will be negated.

How do I keep forgetting about this thread?

Um, cost to 5e, slightly longer duration. 4..11..13 maybe, just not long enough to fire and forget.

For 15 seconds, all elemental spells ignore armor. When Ether Prism ends, you gain 3..15..19 energy.

Target foe and all foes in the area are hexed with Cacophany for 30 seconds. Whenever any of the affected foes uses a shout or a chant, that foe takes 15.. 30.. 50 damage.

First off, add aftercast because it's a shadowstep, but then recharge to 30 and add "hex does nothing if removed early."
